28 November 2005 Dear Mr. Floyd: In the last meeting of 17 November, the Commission of Fine Arts reviewed a revised concept design for the skylight in the plaza above the proposed National Law Enforcement Museum on E Street, NW. The Commission approved the concept of a central plaza skylight as presented, with a request for additional study of the color and texture of the glass pavers. As with any project, the Commission's review addressed design considerations rather than issues of jurisdiction or ownership. Although the use of this plaza is to be shared by both the District of Columbia Courts and the National Law Enforcement Museum, the Commission continues to be disappointed by the obvious lack of coordination between the two groups. Therefore, the Commission strongly recommends the joint submission of a coordinated plan of the plaza and surrounding area meeting all requirements—such as emergency access, utility vault access, disabled visitor circulation, and perimeter security—that may affect the overall design. The Commission looks forward to continuing its review of this project and the resolution of the stated concerns and outstanding issues. As always, the staff is available should you require guidance.
