23 September 2005 Dear Mr. Russo: During its last meeting of 15 September, the Commission of Fine Arts reviewed and reluctantly approved the concept plan for the proposed new Child Development Center in Fort Myer. The Commission members said that the architectural design was not of a quality befitting our military community and their families and suggested strongly that the design could be improved with further study. However, the Commission is also sympathetic to the pressing needs of the families in the Fort Myer and Pentagon military community and they gave the project their approval provided the construction drawings are submitted to staff for review. The Commission looks forward to reviewing other projects for the Fort Myer Military Community. As always, the Commission staff is available should you or your design teams require additional guidance. Sincerely, /s/Thomas Luebke, AIA John T.
