RECOMMENDATION: No objection to the temporary installation of two identical banners, 16 feet by 16 feet, on two sides of the building as shown in materials received and dated 2 February 2007, provided that existing holes and attachment points will be used to hang the banners and that no new permanent attachments or holes are drilled into the facades. It is understood that the banners will be in place for twelve months for the duration of the Institute's 150th anniversary and then removed.

RECOMMENDATION: Recommend AGAINST the issuance of permit for retaining walls. Insufficient documentation of existing conditions and of the design of the proposed wall. File new submission with full set of architectural drawings and landscape plans, including elevations, site plans, and specifications for the finish material(s). Request applicant contact the National Park Service, Rock Creek Park Superintendent's Office to coordinate access and construction details before resubmitting for review.

RECOMMENDATION: No objection to the issuance of permit for the reconfiguration and replacement of exterior metal stair and for new entrance canopy as shown in materials received and dated 2 February 2007.

RECOMMENDATION: Recommend AGAINST the issuance of permit for the installation of a wood decks on the front and sides of the house and for the wood trellises. Proposed configuration of decks and trellises are not compatible with the architectural character of the house. Suggest terracing and landscaping at front and sides of the house to create desired outdoor space.

RECOMMENDATION: No objection to the issuance of permit for new third-floor rear addition as shown in materials received and dated 2 February 2007 and for the replacement of windows to match original historic configurations as shown in supplemental materials received and dated 8 February 2007. Refer to the District of Columbia Historic Preservation Office for review.

RECOMMENDATION: No objection to the issuance of permit for building additions and alterations as shown in materials received and dated 2 February 2007. Final drawings conform to previously approved concept (see case: S.L. 06-183).

RECOMMENDATION: No objection to the issuance of permit for six-foot high wood fence to match existing fence on the other side of the rear yard as shown in materials received and dated 2 February 2007.

RECOMMENDATION: No objection to the issuance of permit for exterior alterations to the building as shown in materials received and dated 2 February 2007. Alterations include: a new rear stair and door; a new enclosure for the trash storage bin and fence at rear of property; replacement of front door; conversion of the two front, main-level windows to doors; a pin-mounted sign reading "Jake's Café;" exterior wall-mounted lights; and new front deck for dining.

RECOMMENDATION: No objection to the issuance of permit for the installation of one property identification sign as shown in materials received and dated 2 February 2007.

RECOMMENDATION: No objection to the issuance of permit for exterior cleaning and repair as shown in materials received and dated 1 February 2007. Refer to the District of Columbia Historic Preservation Office for review.

RECOMMENDATION: Recommend AGAINST issuance of permit for alterations to relocate existing historic door and to relocate existing ATM machine. Relocating main entrance doorway does not preserve the historic character and configuration of this building that is prominently visible from Columbus Plaza. Refer to the District of Columbia Historic Preservation Office for review.

RECOMMENDATION: Recommend AGAINST issuance of permit for six-foot high metal fence and for the relocation of existing hedges and landscaping to accommodate new fence. Proposed fence is not in keeping with adjacent residential properties. The moving of existing mature hedges and the trimming of existing plantings will most likely damage or kill these plants and will degrade the visual quality of the property and neighborhood.
