Dear Mr. D'Amico:
During its 17 June 2004 meeting, the Commission of Fine Arts reviewed the plans for the new Hospital Energy Plant at Walter Reed Army Medical Center and approved the plans with a recommendation to modify the texture and scoring of the exterior concrete walls. The members felt that the scoring lines on the concrete walls, as depicted in the submission materials, had the unfortunate appearance of applied panels. They suggested that the score lines be eliminated and that the concrete walls be textured to look similar to stucco. This will impart a more traditional look to the facility's elevations, which is desirable, particularly when its proximity to the historic Building #1 is considered.
In addition, the Commission encourages the center to install the terrace level landscape enhancements as soon as possible. This will be the key in creating an inviting place for the hospital staff, visitors and patients to enjoy.
