John Bernard Coughlin, AIA, earned degrees from the University of New Hampshire and the Catholic University of America prior to his work with the New York architecture firm Allen, Collens & Willis and the office of Francis C. Almirall in the late 1930s. He became a partner with Almirall in 1940, forming an architectural practice in Washington, D.C., and Cleveland; their work included residential, service institutional, and office projects. He served in the U.S. Army Corps of Engineers during World War II.
