Dear Mr. Cinkala:
In its meeting of 16 February, the Commission of Fine Arts reviewed new concept design alternatives for a retail entrance pavilion and landscape modifications within the central space of the L'Enfant Plaza complex (case number SL 12-051 at 420 10th Street, SW). The Commission expressed appreciation for development of the design and approved the concept, noting that the review process has resultedin a better solution for the project.
The Commission members again endorsed the landscape proposal for a perimeter of mounded earth forms planted with trees and commended the addition of trees toward the center of the site, suggesting that trees even closer to the glass structure would provide welcome shade. For the form of the pavilion itself, they recommended the further development of the rectangular massing shown in alternative #2 as more appropriate for the modern character of L'Enfant Plaza, with careful detailing of the structural elements and glass enclosure system to create the lightest possible expression and greatest transparency as suggested in the illustration of alternative #1.
