Dear Ms. Wright:
In its meeting of 17 May, the Commission of Fine Arts reviewed the amendment to the master plan for the Department of Homeland Security consolidation at the St. Elizabeths campus, comprising the planned Federal Use Parcel on the East Campus and transportation improvements for the overall project. The Commission approved the amendment with the following comments.
For a new building to house the Federal Emergency Management Agency on the East Campus, the Commission members commented that the preferred massing alternative would be the best of the three options presented. Regarding the proposed transportation improvements, the Commission members observed that the complicated intersection planned for the connection to the West Campus Access Road from Malcolm X Avenue and Interstate 295 will require special study of its design elements, including signage, which should be submitted for review.
