Submitted materials and a site visit of 22 December 2004 indicate that proposed alterations to garden structure and new swimming pool terrace will not be visible from public thoroughfare. However, the Commission objects to construction that would adversely impact on existing landscaping which would create a serious change to the character of the center of the block and the alley.
