Dear Mr. Thomas:
In its meeting of 17 April, the Commission of Fine Arts reviewed and approved a concept submission for two temporary public artworks on the St. Elizabeths East Campus to be placed along Martin Luther King Jr. Avenue and Alabama Avenue, SE, and provided the following comments.
The Commission members expressed support for the selection of a local artist to create these works for the community, and they noted the potentially vibrant effect of the installation grouped as shown in the presentation. However, they questioned whether the strength of the composition may be diluted when spread out along the extensive linear sites; they recommended installing mockups on site to ensure the works will achieve their intended effect, and requested documentation of these mockups for the next review. They advised careful study of actual site conditions, documenting the locations of all appurtenances such as fire hydrants and light poles; they also recommended consideration of the long–term adequacy of the proposed lighting and of the potential for damage from routine maintenance.
