Dear Mr. Snider:

In its meeting of 21 April, the Commission of Fine Arts reviewed the final design proposal for a new building for the International Spy Museum, to be located within the central space of the L'Enfant Plaza complex (case number SL 16-087 at 900-901 L'Enfant Plaza, SW). Commending the project team for a sophisticated design, the Commission approved the submission, subject to staff review of further documentation to complete the approval process.

The Commission members expressed appreciation for the project, commenting that it will enliven L'Enfant Plaza and strengthen the connection between the National Mall and the Southwest Waterfront. They supported the design's overall composition of a six-story mass topped with a prominent events box, but they questioned this volume's bright appearance which contrasts strongly with the more muted tones of the lower mass. For the 10th Street plaza, they recommended fewer and larger planters to simplify the pedestrian environment and accommodate larger plantings. They also encouraged the uniform installation of lighting standards along 10th Street as the area is further redeveloped.

The Commission looks forward to the development of this project, which will contribute significantly to the revitalization of this important city corridor. As a condition of the approval, please consult with the Commission staff for review of additional design documentation, mockups, material selections, signage, and any further modifications to the design.
