Recommendation
No objection to the concept labeled "Option 3" for the installation of a freestanding sign within an existing garden bed of an existing office building at the corner of Constitution Avenue and First Street, NE, for the Reserve Organization of America (ROA) and the United Services Automobile Association (USAA), as shown in materials received and dated 2 January 2026, PROVIDED that the freestanding sign not be internally illuminated, and pending the receipt of supplemental materials. Recommend AGAINST the concept for the installation of a wall sign for USAA on the north planter wall, as shown in materials received and dated 2 January 2026; redundant signs are not consistent with the character of the Shipstead-Luce Act area.
