Dear Mr. McManus:
In the meeting of 15 June, the Commission of Fine Arts reviewed the proposed alterations and additions to the Scott Building at the Armed Forces Retirement Home. The Commission members noted their appreciation for the opportunity to visit the site in the morning prior to the meeting and commended the AFRH in its efforts to improve the quality of the environment for our veterans.
The Commission members noted the building's symmetry, strength of design, and quality of materials and they recommended that the new additions be designed in a way that supports these qualities. They suggested that a bolder approach to the design could be followed, such as a more modern and glassy planar treatment, as a subordinate counterpoint to the existing historic fabric. In addition, the Commission members suggested that the use of dark granite for the projecting facades of the addition was overpowering in relation to the existing limestone building and that lighter, more contemporary materials would reduce their impact on the facade. In summary, they asked that greater discipline be applied to the design in deference to the Scott Building.
