Dear Ms. Nersesian:
In its public meeting of 17 July conducted by videoconference, the Commission of Fine Arts was pleased to hear an information presentation regarding plans for telecommunication infrastructure on the National Mall and adjacent federal parkland. The Commission provided the following comments regarding this important planning effort.
The Commission members expressed support for the overall goal to create a framework for significantly increasing telecommunications capacity for first responders and the public, and they emphasized that the early development of small cell design standards is essential in minimizing visual impacts on this sensitive historic landscape. They also observed that because associated fiber optic infrastructure will need to be placed underground and could possibly intrude on existing trees and other infrastructure, its long-term effects on the landscape should be studied. Recognizing the rapid evolution of telecommunications equipment, they also encouraged the exploration of using emerging new technologies that may be less visually prominent.
The Commission appreciates the early consultation for this important plan and looks forward to reviewing a concept submission for this initiative. Please continue to consult with the staff which, as always, is available to assist you.
