Dear Ms. Gibson:

In its public meeting of 17 November conducted by videoconference, the Commission of Fine Arts reviewed alternative designs for a Congressional Gold Medal honoring the “Ghost Army” of World War II. The Commission members present provided the following comments and recommendations.

For the obverse, the Commission members recommended alternative O-04, citing its clarity, simplicity, and compelling design that recognizably conveys the idea of the deceptive tactics employed by the Ghost Army. Acknowledging the preference of the Citizens Coinage Advisory Committee (CCAC) and the Mint’s liaisons for alternative O-03, they recommended that if this more graphically complicated design is used, the position of the circumferential text at the top of the composition should be adjusted to align evenly on the left and right. For the reverse, the Commission recommended alternative R-05 as the best design, consistent with the preference of the CCAC and the liaisons.

As a quorum was not present for the review, these recommendations will be placed on the administrative agenda for confirmation at the Commission’s next meeting. As always, the staff is available to assist you with future submissions.
