Dear Mr. Albert:
In its meeting of 17 April, the Commission of Fine Arts approved the final landscape design for Reservation 174, bounded by New York Avenue and 10th and I Streets, NW, expressing support for the quality of the design and the attractiveness of the park. The Commission members recommended that the design include ample shade for the park's visitors, suggesting that a tree with a wider canopy than the proposed hornbeams be selected. They expressed concern about the appearance of the water features when the water is not in use; further study of the design for the water nozzles, as suggested by the design team, would be helpful in achieving a park that is attractive throughout the year.
The Commission noted the careful attention to maintenance that will be necessary for the success of this urban park and appreciates the intention of the District of Columbia government to enter into a long-term agreement with the developer of the adjacent building sites for the park's maintenance.
