Dear Ms. Gillis:
In its meeting of 18 October, the Commission of Fine Arts reviewed a concept proposal for the construction of a new outdoor swimming pool and pool house, the reconstruction of tennis courts, and other landscape improvements in Hearst Park, located at 3950 37th Street, NW. The Commission approved the concept with the following comments and delegated review of the final design to the staff.
The Commission members expressed support for the proposal to retain the open spaces of the park, to improve the sports field, and to exclude vehicular parking from the site. For the further development of the project, they recommended that the small garden at the corner of 37th and Quebec Streets be more expressive of its condition as the green roof of the pool house. They also recommended redesigning the bleacher stand located on the southern edge of the field to be lighter in appearance, possibly cantilevered over the adjacent bioretention area.
The Commission looks forward to the construction of these new park facilities for the benefit of the community. Please coordinate the delegated review of the final design with the staff which, as always, is available to assist you.
