Dear Mr. Ryder:

In its meeting of 21 March, the Commission of Fine Arts reviewed obverse design alternatives for the five-year program of American Eagle platinum coins to be issued for the years 2021 through 2025, based on the theme of the five freedoms protected by the First Amendment to the U.S. Constitution.

Consistent with their preliminary comments on this program, given in October 2018 at an initial information presentation for this program, the Commission members recommended set #2 comprising five designs that illustrate the life cycle of an oak tree to symbolize the Constitutional freedoms. They reiterated their enthusiasm for the conceptual approach and elegance of this set, stating a strong preference for this thematically related group of designs over the other submitted sets and the individual coin proposals. For the circumferential text at the top of the coin identifying each freedom, they recommended that it be made more legible as the designs are developed for production.
