Dear Mr. Jacobus:
Under delegated authority, the staff of the Commission of Fine Arts has reviewed the final submission for the Washington Aqueduct Residuals Collection and Treatment Facilities project comprised of several facilities. We have no objection to the proposed modifications to the Dalecarlia Reservoir Control Building and the two new residuals pump stations at the Dalecarlia Water Treatment Plant and the Georgetown Reservoir.
For the proposed Residuals Processing Facility, we have several recommendations involving the design of the hand railings and gazebos above the gravity thickener tanks and the glass in the facility’s multi-story windows. We recommend that a simpler railing on the walkways and gazebos, as specified elsewhere in the project, would draw less attention to the tanks and would be more appropriate for this type of industrial facility. The gazebos themselves serve no functional purpose and could be eliminated entirely at your discretion. In the interest of protecting the adjacent areas from nighttime glare, we strongly suggest that in the large windows above the building base a lightly frosted or sandblasted glass be used instead of the proposed clear vision glass to create an even glow from within the building instead of perceptible points of light from individual fixtures. The Commission also requested that a material sample panel for the Residuals Processing Facility be erected on site and delegated the review of the materials to the staff.
Subject to the above recommendations and to further review of the materials, the staff approves the Residuals Processing Facility. Please inform us when the sample panel will be available for inspection and of any responses to the above recommendations or other changes to the approved design. If you have any questions, the staff is available to assist you.
