Dear Mr. Jaroch:
In the meeting of 21 September, the Commission of Fine Arts reviewed the revised concept for building renovation including exterior lighting and perimeter security of the Nassif Building at 400 7th Street, SW (SL 06-155). The Commission approved the proposed building renovations and exterior lighting while requesting further study of the proposed perimeter security.
The Commission members criticized the unusually large size of the proposed bollards which apparently results from the intention to design to extremely high security standards; the members questioned the need for such a high security rating since no tenant has been identified. They also criticized the proposed configuration of the perimeter security, with relentless lines of curbside bollards extending more than 400 feet along each side of the site. The perimeter security elements at the corners of the site should also be revised to foster a sense of openness at these important pedestrian areas.
The Commission looks forward to seeing a revised concept for perimeter security prior to the final review. As always, the Commission staff is available should you require further guidance.
