Dear Mr. Seaman:

In its meeting of 17 March, the Commission of Fine Arts reviewed a concept proposal for a two-story addition to and renovation of the existing Pier 4 at 580 Water Street, SW (case number SL 16-067), part of Phase 1B of the Southwest Waterfront development known as The Wharf. The Commission approved the submission with the following comments, commending the development team for its overall progress in redeveloping the waterfront.

The Commission members commented that the addition’s curving forms and nautical character are appropriate for a pier within the Washington Channel, noting that the project provides an attractive focal point for approaching pedestrians. However, they recommended against the proposed fiber cement cladding, suggesting a higher-quality material for areas of heavy pedestrian traffic. As the final design is developed, they asked that the pedestrian connection between Pier 4 and the Waterfront Park be documented for review.

The Commission looks forward to the review of additional building components of The Wharf development as they are designed. Please coordinate with the staff for the next submission.
