Consent Calendar: CFA Meeting — 20 November 2014

No objection to the proposed concept design for the relocation and restoration of the historic Watch Box, Building 185, to return it close to its original site in the Washington Navy Yard from the Naval Support Facility Indian Head, Maryland, as shown in materials received and dated 6 November 2014. Refer to DC Historic Preservation Office.

No objection to the final plans for the proposed ventilation control facility and two diversion sites for the Division J portion of the Northeast Boundary Tunnel of the DC Clean Rivers Project, as shown in materials received and dated 3 November 2014. This submission includes: the W Street Ventilation Control Facility; the R Street Diversion site; and the Mount Olivet Road Diversion site. The proposed W Street Ventilation Control Facility will be located at 1241 W Street, NE, in the D.C. Department of Public Works' Fleet Services Branch vehicle storage lot. The proposed work at the R Street site, located in a small triangular park at the intersection of 6th and R Streets and Rhode Island Avenue, NW, includes new underground construction, relocation of two traffic signal boxes, and restoration of the park lands. The proposed work at the Mount Olivet site, located on Mount Olivet Street, NE, in the southeastern corner of the existing compound of the D.C. Department of Public Works West Virginia Avenue Facility, includes new underground construction, installation of a new aboveground electrical cabinet, an electrical transformer, and a screening fence.Refer to DC Historic Preservation Office.

No objection to the final design for a new school building and site modifications (phase I), and the renovation of the existing school building (phase II), on the Draper Public School grounds, located at 908 Wahler Place, SE, for the nonprofit organization Building Hope to house the Achievement Prep Academy, a charter middle school run by the Charter School Incubator Initiative, as shown in materials received and dated 4 November 2014. The final design conforms to the previously approved concept submission. Refer to DC Historic Preservation Office. 

No objection to the concept design for the proposed additions and alterations, including replacement windows, to the former Shadd Elementary School for the DC Scholars Public Charter School, as shown in materials received and dated 6 November 2014. Submission includes two options for the addition of a new lobby, of which the larger lobby option is preferred. Refer to DC Historic Preservation Office.

No objection to the final design for the installation of a second mechanical ventilation well adjacent to the existing well on the roof terrace of the Saint Elizabeths interim services pavilion, as shown in materials received and dated 6 November 2014. Refer to DC Historic Preservation Office.

No objection to the concept design for two solar-powered illuminated site identification signs at the Saint Elizabeths interim services pavilion, as shown in materials received and dated 6 November 2014 and in supplemental materials received and dated 18 November 2014. The Commission delegated the final review to the staff.

No objection to the final design for the installation of three cellular antennas on the penthouse of the office building owned by the Federal National Mortgage Association (Fannie Mae), at 4250 Connecticut Avenue, NW, as shown in materials received and dated 7 November 2014. No objection to the final design for the second phase addition to the Phoebe Hearst Elementary School, as shown in materials received and dated 7 November 2014. The design for the second phase addition conforms to the previously approved concept and approved first phase addition. Refer to DC Historic Preservation Office.

No objection to the final design for the installation of an interim fire station on the existing outdoor basketball court adjacent to Quarters #28 at Fort McNair, as shown in materials received and dated 14 November 2014. It is understood that the temporary two-bay fabric-covered structure will be in place no more than five (5) years and will be removed once a new permanent fire station is constructed and that Quarters #28 will be used for interim living quarters for the fire station staff for the same period.
