Returned without action. Property is outside the jurisdiction of the Shipstead-Luce Act and will be reviewed as a direct submission to the Commission as District of Columbia property with a request for review in writing from the District of Columbia.

Recommend AGAINST issuance of permit for proposed sign as shown in drawings received and dated 10 February 2003. Recommend further study of design and note possible conflicts with the D.C. Sign Code.
