Dear Ms. Condon:

In its meeting of 18 April, the Commission of Fine Arts reviewed the final design for the Millennium Project in the expanded northwest area of Arlington National Cemetery. The Commission expressed great appreciation for the improvements made during the project's development and approved the final design with the exception of the roadway, which they requested be further studied with its approval delegated to the staff.

The Commission members commented on the overall quality of the site planning and continue to support the daylighting of the intermittent stream through the Millennium tract and preservation of the woodlands, as advocated in written comments received from the public. However, they requested reconsideration of the 30–foot width of the roadway surface, which appears overscaled for the context of the cemetery; they suggested that if operational constraints preclude a narrower roadbed, then the width of asphalt pavement be visually mitigated by paving the outer portions of the roadbed in a contrasting material. To improve control of stormwater runoff, they also suggested that these flanking areas of the roadway be constructed as a permeable system.

The Commission looks forward to the completion of the Millennium Project and to the review of future projects for the cemetery. The staff is available to assist you with the final submission for revisions to the roadways.
