Dear Mr. Anderson:

In its meeting of 21 November, the Commission of Fine Arts reviewed the final design for the modernization of and additions to John Eaton Elementary School, at 3301 Lowell Street, NW. The Commission approved the design, conditional upon the successful resolution of several details.

The Commission members expressed support for the design’s improved clarity and proportions, and they commended the skillful proposal for extensive terracing used to integrate the project with its small, relatively steep site. However, they recommended revising the building’s color palette, suggesting that a lighter color for the metal panels in the infill areas would make them less obtrusive than the very dark gray proposed. They also advised studying the selection of cladding and paving materials to provide a more comfortable microclimate at the sunken terrace by the cafeteria, and they requested planting additional street trees on the south to provide more shade.

The Commission appreciates the District of Columbia Government’s continued commitment to improving its public school buildings and sites. For resolution of the outstanding details of the final design, please consult with the staff which, as always, is available to assist you.
