Dear Mr. Deatrick:
During its meeting of 25 January 2005, the Commission reviewed and did not approve the submission of the artwork installation on the proposed sound barrier walls to line the portion of Kenilworth Avenue from Foote Street to Lane Place, NE. The members questioned the need for the sound barriers in this location in the first place and recommended that the walls not be installed until sound levels can be measured to determined if they are justified and would be effective in significantly lowering vehicular noise in the surrounding neighborhoods. If it is ascertained that the sound walls are in fact needed, then it would be preferable for the panels to be either textured or smooth faced and without art work. It was also suggested that the panels should be uniformly treated with a graffiti resistant surface.
The Commission looks forward to reviewing further developments as the project progresses. As always, the staff is available to assist you.
