Recommend against the issuance of permit for the proposed replacement of sails with a fixed canopy. As proposed, the canopy will require additional structural members between the columns and will adversely impact the character of the lower plaza and the outdoor seating area. Recommend retention or modification of the existing sails or further study of a lighter covering.
