Recommendation
No objection to issuance of permit for repointing and installation of parging on brick wall, per supplemental materials received 23 October 2026, PROVIDED the replacement salvaged brick has a compressive strength that is compatible to the existing and soaked a minimum of 24 hours prior to installation; mortar analysis is completed specific to this wall section to confirm the natural hydraulic lime has an appropriate compressive strength; the paint must be carefully removed with an alkaline or an organic paint remover with a natural bristle brush and not a metal brush; areas are tested prior to starting work to determine dwell times and neutralization per the manufacturer's instructions; a low-pressure wash may be used to remove the paint to avoid further damage to the brick and mortar; the existing mortar should be carefully removed with hand tools; the existing painted parging at the base of the wall that is failing must be removed and replaced as well; the proposed parging cannot be painted; and any coping to be removed at the top of the wall must be replaced in kind. Note: Any subsequent modifications to the approved design, including those made during DOB technical review, must be resubmitted to the Commission for approval prior to the issuance of a permit.
