Recommend AGAINST issuance of permit for proposed replacement double-glazed windows with simulated divided light muntins on front facade and for proposed clad windows at rear, which are not appropriate to the character of the historic building or the district. Repair existing single-glazed wood windows on front facade, use interior storms. File new submission at DCRA of detailed and dimensioned drawings, including architectural details and cut-sheets for wood windows, with permit application for replacement of windows at rear for review by the Commission. Note that The L'Enfant Trust holds an easement on this property.

Returned without Action. Supplemental drawings and a site visit of 6 October 2015 indicate that proposed installation of solar panels on roof would not be visible from a public thoroughfare. The Commission questions the appropriateness of mounting solar panels to the front slope of the roof on a historic building. Refer to the Historic Preservation Review Board. The replacement of the windows is not consistent with previous recommendation (see OG 13-221). These alterations are not appropriate to the character of the original property and the historic district. The Commission regrets the numerous exterior alterations and addition executed without a permit. The Commission recommends AGAINST the proposed alterations and addition per drawings received 18 September 2015 which are not consistent with 21 May 2015 recommendation OG 15-154 or the 16 July 2015 recommendation OG 15-259, nor compatible with the character of this 1898 free-standing residence. For further review of this project, the Commission requires professional quality drawings documenting original, current, and proposed conditions.
