Recommendation

No objection to issuance of permit for Repointing and installation of parging on brick wall, per supplemental materials received _ June 2026, PROVIDED a mortar analysis specific to this wall section is be completed to confirm the appropriate type for both the mortar and parging and natural hydraulic lime (NHL) 3.5 is considered for both the mortar and parging; the paint must be carefully removed with an alkaline or an organic paint remover with a natural bristle brush and not a metal brush; a low-pressure wash must be used to avoid further damage to the fragile brick and mortar; if the mortar analysis concludes that cementitious mortar is too hard than any existing mortar that contains cement should be carefully removed with hand tools before the joints are repointed and the parging is applied; the proposed parging must not be painted; any coping to be removed at the top of the wall must be replaced in kind; and the contractor and the forensic team must submit the products and specifications to be used. Note: Any subsequent modifications to the approved design, including those made during DOB technical review, must be resubmitted to the Commission for approval prior to the issuance of a permit.
